Article VII.

China Mail Hatter for or from Hongkong.

1.

Each Administration will use its oND Postage Stamps to frank its own mail matter. Consequently, all correspondanoe and parcels originating in Chinese Post Offices, destined for Hongkong, duly and sufficiently prepaid by means of Chinese Postage Stamps in accordance with the tariff in force in Hongkong will be distributed free of any additional charge. China agreeing to charge the same patea of postage as are in force ia Hongkong.

Similarly, all correspondence and parcels originating in Hongkong, destined for China, duly and suf- ficiantly prepaid by means of Hongkong Postage Stamps in accordance with the tariff in force in Hongkong, will, if addressed to places where Ingerial Past Offices have been or will be hereafter opened be distributed free of any additional change. If addressed to places inland where Imperial Chinese Post Offices have not yet been established, the articles will be seat through private Agencies at the risk and expease of the addressee3.
